Moved into question page so that it’s not on other pages, and so we can
obtain correct answer count.

Decimals parameter takes effect when compact option is off.

Decimals for non-compact numbers were being incorrectly removed.
Numbers were being rounded twice (123456789 -> 124k not 123k).
Numbers larger than 1 billion were being incorrectly shortened.

Also changed function qa_private_translate_with_progress to
qa_recalc_progress_lang

Slightly hacky since answers/comments don’t have titles. Probably need
to switch to schema.org microdata instead.

Set to Unix line endings in repo; the gitattributes file means they
will be converted to suit the user’s system.

Passed into theme and stored as boolean ‘isRTL’.
